Necessity and proportionality
An action must be needed for the task and reasonable in relation to its purpose. As conditions change, reduce, reassess or end the measure.
Handover and reporting
The intervention does not end with physical control. Safe observation, contact with police and accurate reporting remain part of a lawful sequence.
