The decisions differ by stage
Stage 1 uses a 40-per-subject floor and 60 average. Stage 2 applies those thresholds and then ranks qualifying scores within the planned selection number.

The 29th Stage 1 was June 27 and Stage 2 is September 19. Verify all dates on Q-Net.
